PHO Service Agreement Amendment Protocol Group (PSAAP)

The PSAAP Group is responsible for considering and making decisions and/or recommendations on changes to the National PHO Contract.  To access the latest version of the National PHO Contract click here.  Under the Terms of Reference each PHO has the right to appoint their own representative or agent to the PSAAP Group. The Group meets several times a year depending on need and comprises:

  • each PHO’s representative or its appointed agent (more than one PHO may appoint the same agent)
  • each DHB’s representative or its appointed agent (more than one DHB may appoint the same agent)
  • a representative appointed by the Ministry of Health
  • a representative appointed by the National Maori PHO coalition

PSAAP Facilitators Group

The PSAAP Facilitators Group is a sub-committee of the PSAAP Group and is responsible for ensuring actions are progressed, discussion papers are drafted and negotiations flow as agreed by the full PSAAP Group. The Facilitators Group is not a decision making body although it does have the ability to put up recommendations for minor changes. This group meets every 2-3 months and comprises:

  • the Chair of the PSAAP Group
  • 1 representative from each PHO caucus group, including a representative for the PHOs referred to as the “non-aligned PHOs”
  • 2 DHB representatives
  • 1 Ministry of Health representative

The Chair of the PSAAP Group and the Facilitators Group is currently Neil Styles.

Members of the Alliance’s PSAAP Support Team are: Hamish Kynoch (Chair PHO Alliance); Jude Keys (ex-Procare Network Auckland); and Andrew Dobbs (Chief Executive, Nelson Bays PHO)

Meetings set for 2011 so far are:
•    Facilitators: Thursday 17 February 2011; Friday 15 April 2011
•    Full PSAAP: Wednesday 8 June 2011
