PHO Governance Development Programme
The PHO Governance Development Programme was created in collaboration with District Health Boards NZ (DHBNZ) and the National PHO Collective (NPHOC) in mid-2008 and was designed to build on from the Ministry of Health’s Governance Guide for Primary Health Organisations.
The Governance Development Programme is being delivered in two stages:
Stage One - Needs Assessment Exercise
The first stage, which took place in the latter half of 2008, involved board members self evaluating their board’s strengths, weaknesses and areas for improvement in four key areas of governance within the context of the Primary Health Care Strategy:
- Organisational context and purpose
- Internal and external stakeholder focus
- Systems and performance
- Evaluation and results
Boards undertook a self reflective exercise using the Needs Assessment Tool. PHO boards were required to submit one Answer Sheet- reflecting the board’s consensus position in each of the four areas - to their national body. These results were collated for each national PHO Grouping and then aggregated across the country. The common themes, trends and points of differences for the 54 participating PHOs were summarised in a National Report.
Stage Two - Governance Development
The second stage of the Programme, taking place in the first half of 2009, is aimed at connecting PHO boards to a range of available governance development resources to help address the gaps identified in stage one. PHOs are required to satisfy a minimum set of criteria before funding is made available to support individual board governance training plans.
