Better Sooner More Convenient Policy Development (BSMC)
The EOI process has been developed by the Ministry of Health in response to the Minister’s request for a more detailed implementation plan of Chapter Three of the National Party’s Health Policy Document Better, Sooner, More Convenient, which calls for: more personalised primary health care; services provided closer to home; healthier kiwis and reduced pressure on hospitals. The EOI process is aimed at getting transformational change. Emphasis will be on providers/networks who have the capability and capacity for large scale change and who can demonstrate strong relationships and clinical governance. Proposals need to be able to deliver services to a population of 50,000 plus, or smaller populations from a specific geographical location.
It is intended the EOI process will be an annual one. PHO Alliance Members associated with the development of the first round of business cases, anticipated to go live from 1 July 2010, are:
Canterbury Clinical Network- consortium of primary health care providers covering half a million people: Partnership Health Canterbury PHO; Rural Canterbury PHO and Hurunui Kaikoura PHO.
Greater Auckland Integrated Health Network (GAIHN)- consortium of 274 general practice teams, 11 PHOs and 3 DHBs delivering primary health care to a million Aucklanders: East Health Trust PHO; Mangere Community Health Trust PHO; Procare Network Auckland PHO; Procare Network Manukau PHO; Total Healthcare Otara PHO and Harbour Health PHO.
MidCentral PHOs- proposes 5 integrated family health centres and involves all 4 MidCentral PHOs, all of which are members of the PHO Alliance: Otaki; Horowhenua; Manawatu and Tararua.
Wairarapa Community PHO- partnership between: the PHO; seven GP practices; primary health care nurses group, Wairarapa Hospital clinicians and Iwi providers.
West Coast PHO- proposes integrated family health centres for Westport and Greymouth which will bring together all health services and potentially social services.
