Where Next for PHOs? by Judith Smith and Jacqueline Cumming, published on-line September 2009. Paper sets out a summary of five reports commissioned by DHBNZ and the Ministry of Health as part of the “Change in Primary Care - New Zealand Experiences project. It focuses on the next stage of development for PHOs in NZ, what needs to change and how the effectiveness of PHOs might be assessed.

Critical Analysis of the Implementation of the Primary Health Care Strategy Implementation and Framing of Issues for the Next Phase, by Judith Smith, The Nuffield Trust, London. Paper expands on and provides background for the Where Next for PHOs paper above.

In Good Hands - Transforming Clinical Governance in NZ, Ministerial Taskforce on Clinical Leadership, February 2009. Report outlines the changes to clinical leadership that must occur, specifies some measures of the transformation and identifies the challenge of nurturing clinical leadership.

Economic Survey of NZ OECD, April 2009. Critiques the effectiveness of past health sector reforms and proposes a range of improvements to our health system. Makes the comment that PHOs should either be eliminated as an unnecessary bureaucratic layer or else their role and obligations must be more clearly defined.
